Dubai Tokenized Title Deeds: A Fraction Registered With the Land Department
In May 2025 the Dubai Land Department became the first land registry in the region to record fractional ownership of a property as tokens, through a pilot it runs with the Virtual Assets Regulatory Authority, the Central Bank of the UAE and the Dubai Future Foundation. PRYPCO Mint is the platform the pilot launched on, with Ctrl Alt as the tokenization partner and custodian, and it is the one platform Threeworld lists where the land registry itself records your fraction. This page explains what that registration means, how the licensing stacks up, who may buy during the pilot, the three-month lock and the valuation-tied resale rule, and what to check before you put dirhams in.

What You Actually Own
PRYPCO Mint's registry row describes the holding as a direct fractional share of the property registered in your own name with the Dubai Land Department, held as tokens minted by DLD's tokenization partner Ctrl Alt, which also acts as custodian. That differs from every other structure in this hub. Under Regulation A+ you hold a company that holds the deed, under DFSA crowdfunding a DIFC company holds it, and under tokenized LLC models an LLC does. Here the Land Department's own register carries your fractional interest, and the token is the technical record of an entry that exists in the registry regardless of the blockchain. The practical limits still apply. A fraction of a flat does not let you live in it, let it yourself or sell the whole. Rent is collected and distributed by the platform, and a sale of the property happens at its target value or by majority investor vote, per the terms. What changes is the counterparty question: if the platform disappeared, the register would still show your share.
Who Regulates What
Three bodies share the pilot. VARA, Dubai's virtual assets regulator, licenses the firms allowed to issue tokens under it, and during the pilot only PRYPCO and Ctrl Alt hold that authorisation. PRYPCO FZE's licence number appears on the platform's terms. The Dubai Land Department reviews and validates the pricing of every property before it is listed, and its smart valuation is the reference price for resale. The Central Bank of the UAE oversees a dedicated client money account that holds investor funds until a purchase completes, with Zand Digital Bank as the banking partner. None of these is a securities regulator in the DFSA or SEC sense, and the pilot does not call the tokens securities. It sits inside Dubai's Real Estate Sandbox, which means the rules are being written as the pilot runs. The terms reserve the platform's right to change fees with 14 business days' notice and say valuations are no guarantee of market price.
Who Can Buy
During the pilot, only holders of a UAE ID, paying in dirhams, from AED 2,000 per property. Cryptocurrency is not accepted. DLD and PRYPCO have said the platform is expected to open to international investors in later phases, and the registry will carry that change when it happens. There is no income or net worth test. The pilot's investor protection comes from the DLD valuation, the Central Bank account for client money and the licence over the issuer rather than from restricting who may enter. For a non-resident reader the DFSA crowdfunding route on Stake is the regulated Dubai fraction available today.
The Three-Month Lock and the 15% Band
The registry row records a three-month lock from the start of the investment term, after which you may list tokens on the Mint marketplace to approved buyers at any time. The price must sit within 15% of the latest DLD smart valuation, which stops a seller dumping far below the registry's view of value and stops a buyer being charged far above it. Otherwise you hold until the property is sold at its target value or by majority vote. The terms say listed tokens are visible only to approved buyers and that a sale is not guaranteed. The fees on PRYPCO Mint are 4% to buy, 0.5% a year and 1% to sell, set out with every other platform in the fees pillar.
Compared With DFSA Crowdfunding
Stake and PRYPCO Mint sell fractions of the same kind of Dubai flat under different law. On Stake the DFSA supervises the operator and your name sits on a DIFC company register. On PRYPCO Mint VARA licenses the issuer and your name sits on the Land Department's register. Stake is open internationally and exits twice a year after a one-year lock. PRYPCO Mint is UAE-only for now and exits any time after three months within a valuation band. The tokenized title model is the stronger claim on the asset and the newer, less tested regime. The DFSA model is the older, more conventional regulation with a less direct claim. Threeworld's Stake vs PRYPCO Mint comparison puts the two side by side with the registry's terms.
What to Check Before You Buy
Confirm the issuer's VARA licence on the platform's terms and check that the property's token issuance names Ctrl Alt as custodian. Find the DLD smart valuation for the property and compare it with the price per token times the supply. Read the client money arrangement and confirm funds sit in the Central Bank-overseen account until completion. Note the investment term start date, since the three-month lock runs from it. Read the resale rule and understand that the 15% band limits price, not the existence of a buyer. Keep a copy of your registration record from the Land Department, which is your evidence of ownership independent of the platform.
